Congress approves raising personal income tax on savings but overturns tax on banks

The Finance Committee of the Congress of Deputies approved on Monday a two-percentage-point increase of the IRPF for savings income over 300.000 euros, from 28% to 30%. However, it has overturned the maintenance of the bank tax with the abstention of ERC, Bildu and BNG.

The commission, which has negotiated and exchanged amendments up to the last minute, has also approved to lower the corporate tax to cooperatives and companies with a turnover of less than one million euros and an improvement in the taxation of artistic activities. It has also approved a rebate on Social Security contributions for non-profit sports clubs and associations.

The maintenance of the bank tax has been in the air until the last moment -an alternative text has been registered, agreed by PSOE, Sumar and Junts, in which an additional tranche was included.– and there was even a tie vote (due to the abstention of ERC, EH Bildu and BNG), although the text finally fell by the weighted vote.

These initiatives are incorporated into the draft bill that establishes a minimum corporate income tax rate of 15%. for multinationals, which is still pending a vote in the Finance Committee, as are the rest of the Government’s tax package and the amendments presented by the other groups, including those calling for to maintain the energy tax.

The debate in the committee took place in an atmosphere of great tension and confusion, with recesses, long technical discussions and signs of confusion on the part of all the parliamentary groups as to what was being voted on. The rejected amendments may remain alive – and, therefore, be debated and voted on again– at the plenary session to be held next Thursday.
